Wilkins was a great example. But Harrell isn't even close to wielding that type of power. He might one day, but so far the caucus is far from being his personal play-thing. He simply isn't much of a threat at all to somebody like Will Folks. The parachute comment is in reference to the airplane that Harrell flies - it has an emergency parachute.
