The members are reminded of this by letter from the First Presidency every political season. This has been policy for more than 100 years. Also, 'fair and white' means beautiful with a glowing countenance of blessedness and purity. Whoever is guilty of mail fraud here is assuming SC voters are ignorance and bigoted. The SC voters should be greatly offended as they are victims of the bigotry as well.
